Starting on April 14th consumers in India will be able to use their Aadhaar ID number to make payments; in theory this could replace payment services like PayTM and debit and credit cards; the Aadhaar Payments System (APS) will allow consumers to use their fingerprints to complete a transaction so long as they have an APS linked bank account; the system is not without drawbacks as there are privacy concerns and the entire system is based around data protection; this does fit in with Prime Minister Narendra Modi's move to a cashless society, though it remains to be seen how everyday consumers will utilize it. Japanese insurer Fukoku Mutual Life Insurance Co. has announced plans to replace 30% of its payment assessment department with an artificial intelligence system; the insurance company has partnered with IBM for use of IBM's Watson; the system will analyze and interpret medical documents for insurance payments; the company estimates it will save approximately 140 million yen ($1.19 million) per year by utilizing the new system; other insurance companies also exploring artificial intelligence for similar types of work include Dai-ichi Life Insurance Co., Japan Post Insurance Co. and Nippon Life Insurance Co. The Asian Banker has awarded CreditEase Wealth Management with its first Best Non-Bank Private Wealth Product award; the award was part of the Asian Banker's awards program which has been recognizing financial services companies for 16 years; voting was done by an advisory board using detailed criteria to identify the non-bank with the best solutions for meeting the needs of high net worth customers by matching their risk profiles and investment objectives; CreditEase's CEO Ning Tang said its wealth planners focus on cross-border, cross-regional portfolios with multi-asset classes for clients and that its Toumi RA robo advisor service was created to help clients evaluate and minimize risks with a scientific portfolio. China's State Administration of Foreign Exchange continues to closely monitor foreign investment with no change reported to the limit for its qualified domestic institutional investors (QDII) scheme following its most recent meeting; the outstanding investment quota under the QDII scheme, which allows investment managers to raise funds and convert them internationally, was US$89.99 billion at the end of February; the country continues to seek to protect its currency from depreciating with the foreign investment quota. Koubei was founded in 2015 with investment from Alibaba and Ant Financial; the firm offers online e-commerce services for merchants and is part of a diversified group of Alibaba affiliates; in January the firm reported new capital of $1.1 billion from external investors; investors now supporting the firm include Silver Lake, CDH Investments, Yunfeng Capital and Primavera Capital. Bank account applicants must now have assets at the bank averaging 5 million yuan ($730,000) per day over the past three months, this threshold is an increase from 50,000 yuan ($7,280); the changes are being enacted to help restrict capital outflows and ease depreciation of the yuan; sources also report that the Bank of China has taken steps to set additional terms for restricting capital outflow; China Construction Bank and the Industrial and Commercial Bank of China have reported they have no intention to implement similar rules. In guidelines released on its website, China said it would restrict overseas investment in sectors such as property, hotels, cinema, entertainment and sports teams; the announcement comes as Beijing is supporting overseas technology and initiatives such as the massive global infrastructure investment plan One Belt, One Road; specific industries under close watch include Hollywood entertainment, the hotel industry and foreign insurance investments; overall, the efforts from the Chinese government are another step in reigning in foreign investment and supporting economic development.
