Chinese regulators are preparing new rules that target the businesses of the country's small-loan lenders; recent rules have capped P2P loans at Rmb200,000 ($28,925) for an individual and Rmb1 million ($144,626) for a company however small-loan lenders fall far below these thresholds and regulators fear the companies do not have adequate risk controls; 2016 data shows China has 8,673 small-loan companies with loans totaling Rmb927 billion ($134.1 billion) and this is in comparison to approximately Rmb673 billion ($97.3 billion) outstanding from P2P lenders; China's small-loan lenders are active in the market, offering a range of lending solutions and reporting small-loan asset securitizations of Rmb82 billion ($11.9 billion) in 2016; as the country continues its focus on tightening regulation for China's P2P lending industry, Li Junfeng, director of the financial inclusion department at the China Banking Regulatory Commission, says it will be specifically addressing new regulations that target the country's small lenders. ReadyForZero has notified users that the site will shutdown on November 12; the platform was acquired in 2015 by Avant to provide debt management and credit monitoring services for consumers; Avant is a marketplace lender focused on personal loans; users were notified of the consumer finance website's closing by an email from ReadyForZero and Avant has not provided any further details on the closing. Marketplace lender Growth Street has hired two new executives to support its expansion plans; April Nardulli will join the firm as general counsel bringing experience from RateSetter; Chris Weller will be joining as commercial director to support commercial loan business development; launched in November 2016 the firm has originated over GBP54 million ($67.44 million) from business borrowers; the new appointments follow the recent hiring of James Sherwin-Smith as the firm's new chief executive officer. Folk2Folk is the most recent marketplace lender in the UK to receive full FCA authorization; largest P2P lender to receive the authorization with origination volume of over 125 million British pounds since 2013; allows it to seek HMRC approval for offering clients the option to invest through an innovative finance individual savings account; minimum investment for platform investors is currently 25,000 British pounds; platform provides secured loans to small businesses with property or land as collateral. A quarterly report from the New York Federal Reserve says household debt has reached its highest level since 2008 at $12.58 trillion; household debt increased $226 billion in the fourth quarter of 2016; home and auto loans represent the majority of the debt; despite the increase, bankruptcies and foreclosures for the fourth quarter reached an 18-year low indicating consumers are capable of managing the added debt.
