Russian marketplace lender Blackmoon has launched Blackmoon Crypto for tokenized investment vehicles; seeks to support management of tokenized funds; Blackmoon Crypto is incorporated in Singapore; it will not initially be partnering for US investments however the firm is applying for a broker dealer license in the US. Microsoft Announces Partnership for Asia’s First Blockchain Consortium

Microsoft has partnered with AMIS and the Industrial Technology Research Institute of Taiwan to form Asia's first blockchain consortium; the partnership will build on the success of Microsoft's Blockchain-as-a-Service (BaaS) on Microsoft Azure which it announced in April; the consortium will focus on blockchain solutions that provide increased efficiency and cost savings for companies in Taiwan.  Source

Monetary Authority of Singapore Releases Report on Digital Token Offerings

The regulator says, "digital tokens in Singapore will be regulated by the Monetary Authority of Singapore (MAS) if the digital tokens constitute products regulated under the Securities and Futures Act"; if digital tokens fall under the definition of securities in the Securities and Futures Act then issuers are required to register a prospectus with MAS and other requirements may also apply to associated parties; overall the statement from the MAS increases the level of compliance needed for an initial coin offering. Marketplace lending originations have been increasing significantly in the US and China however in 2016 both countries saw a number of challenges influencing the market and increasing risk; Moody's analyzes market similarities and differences in the two countries; reports on the variance in lending model structuring; notes that US marketplace lenders are more deeply integrated with partner-bank relationships; while structuring and partnerships vary considerably between the two countries, there are similarities, including reliance on big data, lack of credit cycle testing and ongoing development of regulatory standards.  Source
