The Securities Exchange Board of India (SEBI) has announced the formation of an advisory committee focused on fintech; development of the advisory committee follows the demonetization of the country's currency and lack of regulation instituted by federal government officials in regards to the P2P lending industry and fintech in general; the advisory committee will include representatives from across the entire fintech sector; a key initiative for the committee will be to mobilize household savings from India's consumers through new risk capital and debt investments. Fintech innovation is not only being fueled by faster, lower cost alternatives but also by the potential to reach a broader market demographic; while financial inclusion is a current market focus, many lenders have positioned their underwriting for the extreme opposite; American Banker's Penny Crosman analyzes both market extremes; notes the prevalence of current underwriting systems that integrate college degrees attained as a factor for credit approval resulting in a greater number of loans to elitist borrowers; identifies potential reform that could infuse financial inclusion mandates for all fintech companies beginning with provisions in the OCC's fintech charter that require financial inclusion considerations and following with further direction from the CFPB who is currently studying the use of alternative credit data for more inclusive borrowing; if financial inclusion mandates do become requirements it could provide even more momentum for the growing number of inclusive credit providers but also significantly upend a majority of the market's underwriting schemes which are based on algorithmic analysis with variables targeting socioeconomically elite borrowers. Online lenders FIP, LLC and Future Income Payments, LLC are being sued by the State of Minnesota; the two lenders target seniors and veterans with pension advance loan products and charge exorbitant interest rates of approximately 200%; the interest rates significantly exceed Minnesota's usury cap of 8%; the court filings argue that the lenders are unregistered and unlicensed to offer loans in Minnesota. Propel, the $150 million fintech venture capital company set up by Spanish bank BBVA is investing $14.1 million into InsurTech startup, Hixme; the investment was announced at Money 20/20 in Las Vegas; Propel’s sole backer is BBVA - its $150 million of funding makes it one of the biggest fintech-focused funds in the world; the company's hope is to invest in next-generation fintech companies.
