State regulators are reacting to the proposed federal charter that would grant nationwide licensing to fintech companies; states are beginning to plan for initiatives that would make state chartering more compelling for fintechs while also protecting standards built for banks in the state; states believe harmonizing the regulatory requirements is necessary; New England states are currently working in collaboration on licensing and overall state regulators are envisioning a passporting environment where states collaborating on requirements can institute approvals with lower costs. Alibaba announced it was taking a 33 percent stake in their fintech affiliate Ant Financial; the agreement allows for Alibaba to pick of shares of Ant Financial and also ends the revenue share agreement they had in place; TechCrunch reports the deal was focused on “certain intellectual property rights owned by Alibaba exclusively related to Ant Financial.”; Alibaba saw their shares drop after the announcement and many think this is a prelude to Ant Financial’s IPO. Starling is a challenger bank based in the UK; Boden speaks about Starling, open banking and how she came to discover fintech which in turn led her to founding Starling; Boden previously worked in executive positions at UBS, ABN Amro, RBS and AIB; Starling was founded in 2014 as an app-only bank; in an interview Boden stated: "…and in 2014, I started the journey to build a bank. And it's been a long process because you don't just build a bank overnight. We've done things the hard way in that I'm a big believer that things that are worth doing are things that tend to be quite hard – because easy things anybody can do." Source
According to TechCrunch, scammers are using Zelle to take advantage of customers; a seller of a product who is attempting to defraud customers will ask a customer to pay using Zelle instead of PayPal; many users are not aware that Zelle does not provide some of the same buyer protections that PayPal has been known for; Zelle is more similar to Venmo for transferring money to those you trust.
